Victor Anthony Shaheen is the President and Chief Executive Officer of Shaheen Law Firm, P.C. He is also the director of the firm's real estate and relocation practice section with over 24 years of experience in real estate law and civil and criminal litigation. Victor is a member of the Henrico County Bar Association, the Virginia State Bar and the Ohio State Bar and he is admitted to practice in the Federal District Court for the Eastern District of Virginia. He is certified under RESA, is a member of the Employee Relocation Council, is a Certified Relocation Professional and serves on the Board of Bon Air Title Agency.

Victor was born and raised in Richmond, Virginia of immigrant parents and humble beginnings. He is a St. Christopher's alumnus and the first in his family to graduate from college as a graduate of the University of Richmond in 1977. Victor went on to graduate from the University of Richmond, T. C. Williams School of Law in 1980. Victor learned the value of hard work and service from his father, Faiz Shaheen, by going to work at a young age at Faiz’s restaurant, Philip’s Continental Lounge, a Richmond institution that opened in 1962.

He founded Shaheen Law Firm, P.C., formerly Shaheen & Shaheen, P.C., in 1995 with his brother, Arthur, and one secretary. Arthur moved to Blacksburg, Virginia and opened his own law firm in 2010.

Shaheen Law Firm now employs 15 attorneys with over 85 years of legal experience and 65 paralegals with over 200 years of experience. Victor’s firm now has offices in Richmond, Hampton, Virginia Beach, and Northern Virginia. The firm has handled over 75,000 residential real estate transactions and over 30,000 employee relocation departure and destination transactions in its relocation department. He credits the firm’s growth to his and his teammate’s customer service and experience. He distinguishes himself by being available 24 hours a day, seven days a week, to everyone that needs him. He gives every person in each transaction his cell phone number.

Shaheen Law Firm’s clients include the largest real estate and relocation companies in the world. Victor has personally represented CEOs of Fortune 100 Companies as well as former Governors, a former Attorney General for the Commonwealth of Virginia, and a member of the Cabinet of the President of the United States of America. Victor regularly teaches classes on residential real estate transactions and the relocation process.

Victor is married with three sons, 2 in college, and one in law school. He is a basketball fan and enjoys watching movies. His favorite actors are Denzel Washington and Robert De Niro. He is a Motown and classic rock fan, most particularly enjoying the music of Led Zeppelin, Pink Floyd and the Temptations.

Timothy D. Freshly has been an attorney with Shaheen Law Firm since August 1998, working with Real Estate clients and preparing Wills.  Born in Alliance, Ohio, Tim grew up with an interest in architecture and originally planned on pursuing a career in architectural design.  After graduating from Allegheny College (PA) in 1994 with a major in Political Science (along with eight varsity letters in Track & Field), Tim moved to Richmond to study law at the University of Richmond's T.C. Williams School of Law, graduating in 1997.

Practicing Real Estate allows Tim to stay connected with his interest in architecture while helping people accomplish the goal of home ownership.  To further his work, Tim has taught real estate courses for the Richmond Association of Realtors and has been a regular speaker for several legal education companies since 2003.  He is a member of the Virginia State Bar, the Pennsylvania State Bar, and the Henrico County Bar Association.

Matt, a native of Bath County, Virginia, graduated from Hampden-Sydney College in 1993 with a B.A. in Political Science where he received the John Marshall Writing Award for excellence in writing on a political science topic.  In 2000, he received his J.D. from the Cumberland School of Law in Birmingham, Alabama where he was the recipient of Book Awards in Estate and Gift Taxation, Land Use Planning and Constitutional Law.  Prior to joining Shaheen Law Firm in 2004, Matt worked at two previous real estate law firms one in Jacksonville, Florida and the other in Chesterfield, Virginia.  

Matt is currently licensed to practice law in Virginia and is an inactive member of the Florida Bar. Matt’s practice is concentrated in the areas of residential real estate, employee relocation, estate planning, and personal injury.  Outside of the office, Matt enjoys spending time with his family and enjoying the great outdoors.

Austin is a Richmond native and began practicing law in 2002. In 2005, he joined the predecessor to Shaheen Law Firm, P.C. He has closed thousands of real estate transactions representing both purchasers and sellers. Additionally, Austin routinely represents owners of closely-held businesses in asset purchases, stock purchases and sales, non-compete agreements, formation, organization and dissolution of business entities. Austin manages the firm's state-wide creditor's rights practice. Austin is a regular speaker at continuing legal education seminars on topics including real estate, title insurance and title examination.

Danielle Wang is a member of the firm’s Real Estate division.  She handles all aspects of residential and commercial real estate as well as corporate relocation work. She also advises our international clients on matters of residential and commercial development as well as real estate investment. Danielle represents individuals, business entities, and international investors. 

Danielle received her Bachelor of Arts from the University of Virginia in 2009.  She went on to receive her Juris Doctor from the Wake Forest University School of Law. While in law school, Danielle focused extensively on international matters including comparative law, immigration and trade. In addition, she interned in Wuhan, China, where she worked in international trade dispute resolution. To round out her experiences, Danielle also worked closer to home with the Stokes County Department of Social Services in the Guardian Ad Litem Office where she advocated for the rights of young children.

Prior to coming to Richmond Danielle worked at The Shaheen Firm in Blacksburg, Virginia where she resolved and mediated boundary line, right of way, water right, and homeowner association disputes. She speaks conversational Mandarin Chinese, travels extensively and is enjoying Richmond’s restaurants and music venues with her husband.

Mark Dunn is a native of Richmond and attended The Collegiate Schools. Mark obtained his Bachelor's Degree from Columbia University in New York City, and his Juris Doctor from the College of William & Mary. 


Mark has practiced law in the Commonwealth of Virginia for more than thirty years. He is a former Assistant Commonwealth's Attorney (criminal prosecutor) in Danville. Mark has served as an Assistant Attorney General of Virginia, Criminal Division. In that capacity, he represented the Commonwealth in criminal appeals in the Virginia Supreme Court and the Virginia Court of Appeals. Mark has also served as Assistant Attorney General of Virginia, Civil Division. In that capacity, he defended state employees in personal injury cases throughout the Commonwealth. Mark has represented the Virginia State Bar in ethics appeals before the Virginia Supreme Court, and has defended the Virginia State Police in constitutional torts in federal court. Mark has been Of Counsel to Shaheen Law Firm for seven years, where his state and federal practice emphasizes criminal, traffic, personal injury, domestic relations matters, and appeals.

Gina Edwards is passionate about serving the needs of our immigration clients. Born in the United States, Gina, as an infant, moved with her family to their home in Egypt. Returning to the States as a teen Gina came to understand the difficulties immigrants encounter. In addition to her immigration work, Gina focuses her practice in our real estate division as well as personal injury, criminal defense and civil litigation work.

Gina graduated with honors from Radford University. While attending law school in North Carolina Gina, fluent in Arabic and Spanish, worked for the Office of the Chief Counsel with U.S. Immigration and Customs Enforcement, served as a Constitutional Law teacher’s assistant and received Pro Bono Honors.

In addition to her volunteer work with organizations dedicated to ending human trafficking, Gina enjoys spending time with her husband and their rescue dog, Kylie.

Blake Hegeman focuses his practice on residential real estate and education outreach. Graduating summa cum laude and Phi Beta Kappa from Virginia Tech, Blake went on to receive his Juris Doctor from University of Richmond School of  Law.

Prior to joining the Shaheen Law Firm, Blake served as Deputy General Counsel to the Virginia Association of Realtors. He was instrumental in the drafting of real estate contracts used throughout the Commonwealth of Virginia. Additionally, he lectured on a wide variety of topics, penned a popular column for the Association’s magazine and filmed legal clips distributed to members throughout the state.

Blake sits on the Board of Governors of the Virginia State Bar Real Property Section. He is Co-Chair of the Programs Committee of the Board, which collaborates to create education sessions for the Section’s members. 

Blake is an avid college football fan and enjoys spending time with his wife and two sons.

Amanda Smith joined Shaheen Law Firm in 2016. She has prior experience in real estate development law in Northern Virginia and now primarily focuses her practice in residential real estate and estate planning. Amanda truly enjoys helping real estate agents, home buyers and sellers navigate their way to closing day. She received her Bachelor of Arts in Political Science from Virginia Tech in 2009 and earned her Juris Doctor from The Columbus School of Law at The Catholic University of America in Washington, D.C. in 2012. Amanda is a member of the Virginia State Bar and the Virginia Beach Bar Association and is licensed to perform real estate closings under RESA.

In her free time, Amanda enjoys spending time with her husband and their dog, Wally, cheering on the Virginia Tech Hokies during football season, and escaping to the Outer Banks in North Carolina at every opportunity.

Ben joined Shaheen Law Firm after working for a national title and escrow company. Ben’s primary practice area is real estate transactions, including conducting residential and commercial settlements, reviewing and clearing title issues, preparing settlement documents, and advising clients in all aspects of real estate law. He also advises local theatres on a variety of legal matters and consults with film and television writers when scripts involve legal plotlines.

Ben is a licensed Settlement Agent under RESA and a member of the Real Property Section of the Virginia State Bar, where he serves on both the Residential Real Estate and the Fee Simple Newsletter committees for the section. He guest lectures in real property classes at local law schools, teaches classes for first-time homebuyers, and he frequently meets with real estate agents and brokers to present on relevant legal topics. Ben has also published articles in The Docket Call, the newsletter for the Young Lawyer’s Section of the Virginia State Bar.

He is a native of Wauwatosa, Wisconsin, a graduate of Anderson University with a B.A. in Political Science, received his Juris Doctor from Regent Law School, and attended the Robertson School of Government where he received his M.A. in Political Management. He spent the summer of 2009 studying abroad at Oxford University in the United Kingdom. While waiting on Bar Exam results, Ben worked for a former Lieutenant Governor of Virginia. Ben has practiced law full time since being admitted to the Virginia Bar in 2012. 

Before pursuing a career in law, Ben studied acting and trained in the Boleslavsky method, improvisation, and stage combat. When given the opportunity, he still enjoys getting on stage in Hampton Roads’ many local theatres and he sits on the Board of Directors for the CAST Family Theater in Chesapeake. He is also a baseball junkie and avid Houston Astros fan who pretends the 2005 World Series never happened. Ben and his wife, who is also an attorney, live in Virginia Beach.

Cory Wolfe is an attorney in Shaheen Law Firm’s Virginia Beach office. A graduate of the University of North Carolina at Chapel Hill, Cory went on to earn his Juris Doctor from the University of North Carolina School of Law. Cory concentrates his practice in residential real estate and land use matters.

 Following law school, Cory worked as a legal researcher with the Department of Homeland Security in Durham, North Carolina. He moved on to serve as the Assistant City Attorney for the City of Danville, Virginia, where he was the primary legal counsel for Danville’s Housing, Planning, and Building Inspections divisions. Cory continues to draw upon his knowledge of government administration, real estate taxation, and land use matters to help individuals and corporations.

Cory understands that buying or selling a home is complex, and enjoys guiding clients through every step of the real estate closing process. He believes that the law should be open and accessible to everyone, and strives to advise his clients with a patient, honest, and down-to-earth attitude. His experience in government also makes him a useful representative in addressing municipal and regulatory matters.

Cory has a passion for music, is a classically trained vocalist and an avid amateur pianist. He is an adventurous cook, and particularly loves making Julia Child’s classic French recipes. He lives in his native Elizabeth City, North Carolina with his partner.

Jesse Willard, a Virginia native, grew up in Fredericksburg, Virginia. He is a graduate of Randolph – Macon College in Ashland, Virginia. A bit further south, Jesse attended the University of Richmond, T.C. William’s School of Law. He graduated with Cum Laude honors, an Intellectual Property Certificate and was inducted into the Phi Delta Phi Legal Honor Society.  While in law school, Jesse interned for the Hanover Commonwealth Attorney’s Office as well as Patent Portfolio Builders, where he became familiar with the intricacies of Patent Law.

Jesse, a member of our real estate division, handles residential and relocation transactions. In addition, he advises clients on Criminal and Traffic matters. 

An enthusiastic traveler, Jesse has traversed the country, Atlantic to Pacific. He has ventured to a variety of European countries as well as Australia and New Zealand. Jesse is an avid sports fan.
